This sounds like a superficial yeast infection call Tinea versicolor. Although it can be persistant it often can be very well managed near the regular use of a dandruff shampoo such as Head and Shoulders or Selsun Blue as a body wash 2 or 3 times a week. These soaps achievement as "antiseptics" keeping the yeast from building up. Watch out that you don't dry out too much from overuse -- you may need to followup near a good body moisturizer.
sounds resembling psorias and there are over-the-counter creams and lotions you can put on it. I know a few associates that have have the same problem.
