Yes you can get stds even near a condom... Just because you can though doesnt mean that at hand is no purpose to a condom.. It gives much greater protection and reduces the risks ENORMOUSLY...

The singular ones I know of are genital warts and herpes. These can form pustules on the external bits of genetailia not covered by a condom and can hold skin-skin contact during sex. There might be more though.
